IHRDA is at the forefront of cutting-edge human rights litigation across the continent, utilizing legal advocacy as a powerful tool to secure remedies for victims and hold violators accountable. As a mainstay of our mission, all IHRDA litigation is designed as "strategic impact litigation," focusing on high-quality cases that challenge systemic issues, policies, or structural barriers to the observance of human rights. We prioritize the protection of Africa’s most vulnerable populations—including women, children, refugees, and persons with disabilities—and strive to advance human rights norms by creating new precedents before regional and sub-regional mechanisms. Our approach is distinguished by a commitment to professional excellence, remaining gender-sensitive and trauma-informed while deploying innovative strategies to tackle emerging issues like digital rights, climate justice, and the protection of civic space.

IHRDA operates across the African continent, litigating before key bodies such as the African Court on Human and Peoples' Rights, the ECOWAS Court of Justice, the African Commission on Human and Peoples’ Rights, the East African Court of Justice and the African Committee of Experts on the Rights and Welfare of the Child. Our case selection is governed by rigorous substantive and practical criteria, ensuring that every matter we take on has strong legal merit, a high likelihood of success, and significant potential for social change. Central to our effectiveness is our dedication to empowering local partnerships; we collaborate closely with domestic organizations and communities to ensure local ownership and long-term implementation of decisions. Implementation Watch

Across Africa, human rights litigation before regional and sub-regional mechanisms has achieved significant milestones, yielding landmark decisions that affirm the right and dignity of individuals and communities. Yet, for many victims of human rights violations, the promise of justice remains unfulfilled, not because decisions were not delivered, but because they were never implemented. This persistent gap between judgment and justice continues to undermine the legitimacy of the African human rights system and deprives victims of meaningful redress.

Available data indicates a systemic breakdown in the transition from legal ruling to real world change:

  • At the African Commission on Human and People’s Rights, more than 150 out of 300 decisions remain unimplemented
  • At the African Committee of Experts on the Rights and Welfare of the Child, approximately 70% of its decisions have not been implemented
  • The African Court on Human and Peoples’ Rights has finalised over 250 cases, but only two have been fully implemented
  • The ECOWAS Court has had only 19 of its decisions fully implemented, despite issuing over 400 judgments.
  • The East African Court of Justice continues to face reluctance from Member States in enforcing decisions, compounded by its limited mandate on human rights matters.

Though we are a small organization with substantial amount of work, we try as much as possible to respond to and/or support victims especially in cases that have the potential to benefit wider communities and achieve broader systemic change in laws, policies, practices and attitudes. It is important to note that IHRDA only provides legal expertise and does not offer financial and material assistance to victims.
