ABUJA, Nigeria, October 4, 2022: The Center for Justice and Accountability and partners, IHRDA and Debevoise & Plimpton LLP, have filed suit against Liberia on behalf of a Liberian NGO (Global Justice & Research Project) and survivors of a brutal 1990 massacre of about 600 people who were taking refuge at St. Peter’s Lutheran Church in Monrovia during the Liberia Civil War. The case filed at the ECOWAS Court seeks justice, following Liberia’s failure to investigate and prosecute the perpetrators of the attack, and to provide redress to the victims and their families. 28 June 2024: Court notifies parties of hearing scheduled for 2 July 2024.
2 July 2024: Case called for hearing; Respondent State raised questions on jurisdiction of the Court and admissibility of the case. Parties submitted arguments on these issues. Case adjourned for ruling.
15 October 2024: Court notifies parties of ruling scheduled for 17 October 2024.
17 October 2024: Court passed ruling/judgement, declaring case inadmissible on grounds that the Court had not been created at the time of the incident, and thus does not fall within the Court’s temporal jurisdiction.
